Recent empirical work has offered strong support for ‘biased pluralism’ and ‘economic elite’ accounts of political power in the United States, according a central role to ‘business interest groups’ as a mechanism through which corporate influence is exerted. Here, we propose an additional channel of influence for corporate interests: the ‘policy-planning network,’ consisting of corporate-dominated foundations, think tanks, and elite policy-discussion groups. To evaluate this assertion, we consider one key policy-discussion group, the Council on Foreign Relations. We first briefly review (...) the origins of this organization and then review earlier findings on its influence. We then code CFR policy preferences on 295 foreign policy issues during the 1981–2002 period. In logistic regression analyses, we find that the preferences of more affluent citizens and the CFR were positive, statistically significant predictors of foreign policy outcomes while business interest group preferences were not. These findings are discussed with a consideration of the patterns of CFR ‘successes’ and ‘failures’ for the issues in our dataset. Although a full demonstration of a causal connection between corporate interests, the policy-planning network and policy outcomes requires further research, we conclude that this has been shown to be a plausible mechanism through which corporate interests are represented and that ‘biased pluralism’ researchers should include it in their future investigations. Until recently, psychologists have conceptualised and studied trust in God (TIG) largely in isolation from contemporary work in theology, philosophy, history, and biblical studies that has examined the topic with increasing clarity. In this article, we first review the primary ways that psychologists have conceptualised and measured TIG. Then, we draw on conceptualizations of TIG outside the psychology of religion to provide a conceptual map for how TIG might be related to theorised predictors and outcomes. Finally, we provide a research (...) agenda for future empirical work in this area, as well as practical applications for counsellors and religious leaders. (shrink)

Chimpanzee behaviour with mirrors makes it plausible that they can recognise themselves as themselves in mirrors, and so have a 'self-concept'. I defend this claim, and argue that roughly similar behaviour in pigeons, as reported, does not in fact make it equally plausible that they also have this mental capacity. But for all that it is genuine, chimpanzee self-consciousness may differ significantly from ours. I describe one possibility I believe consistent with the data, even if not very plausible: that the (...) chimpanzee is aware of itself only as a material being, and not as a subject of any psychological states. As I try to make clear, this possibility exists even if the chimpanzee has psychological states, and is aware of some of them. (shrink)

Many theorists, in their search for a better explanation of the dynamics of structure and agency, have expressed the need for a theory in which reflexivity and habitus are reconciled. In this article, we argue that a dissociative theory of mind can provide the essential framework in which habitual routines and reflexivity function in parallel. This is explored using the examples of athletic training and hypnosis, where the interplay between conscious and unconscious mechanisms is displayed. In both settings, there is (...) evidence to show that conscious reflexiveness and intersubjective and unconscious automatic processes are necessary to reach the desired outcome. We conclude that a dissociative theory of mind can shed new light on the relationship between habitus and reflexivity. (shrink)

This paper was given as the opening address at the 13th Annual European Business Ethics Network Conference' held in Cambridge 12–14 September 2000. The Chairman of the Financial Services Authority, Howard Davies, first outlined the background to the present approach to financial regulation in the UK. He described the principle‐based regulatory regime which is now in the process of being implemented, and the role of rules, regulations and guidelines in making this effective. However, compliance is not sufficient; for the (...) system to work there needs to be an ethical culture at the level of the organisation, and a commitment to integrity on the part of those who work in the sector. Somatic cell gene therapy has yielded promising results. If germ cell gene therapy can be developed, the promise is even greater: hundreds of genetic diseases might be virtually eliminated. But some claim the procedure is morally unacceptable. We thoroughly and sympathetically examine several possible reasons for this claim but find them inadequate. There is no moral reason, then, not to develop and employ germ-line gene therapy. Taking the offensive, we argue next that medicine has a prima facie moral obligation to (...) do so. (shrink)

We examine the circumstances under which young people engage in fabricated self-representations and explore the individual and societal factors that compel and sanction these fabrications. There are circumstances under which self-fabrications may have beneficial effects and are, thus, authorized representations of the self. In contrast, a false, or unauthorized, self-representation is one that results in harm to the self, to others, and/or society. We discuss an educational curriculum designed to encourage students to reflect on their roles and responsibilities in the (...) broader society as they pursue their personal goals. (shrink)

One might expect functionalism to imply that personal identity is preserved through various operations on the brain, including transplantation. I argue that this is not clearly so even where the whole brain is transplanted. It is definitely not so in cases where only the cerebrum is transplanted, a conceivable kind of hemispherectomy, and even certain cases in which the brain is "gradually" replaced by an inorganic substitute. These results distinguish functionalism from other accounts taking what Eric T. Olson calls the (...) "Psychological Approach" to personal identity, enabling it to avoid some of his objections to them. (shrink)

The incident in May-June 2007 involving a U.S. citizen traveling internationally while infected with drug-resistant tuberculosis involved the U.S. federal government's application of its quarantine and isolation powers. The incident and the isolation order raised numerous important issues for public health governance, law, and ethics. This article explores many of these issues by examining how the exercise of quarantine powers provides a powerful lens through which to understand how societies respond to and attempt to govern threats posed by dangerous, contagious (...) pathogens. The article considers historical aspects of governmental power to quarantine and isolate individuals and groups; analyzes the current state of quarantine and isolation law in the United States in light of the recent incident with drug-resistant tuberculosis; and explores global aspects of public health governance and law highlighted by this incident. Dramatic events involving dangerous microbes often focus attention on isolation and quarantine as policy instruments. The incident in May-June 2007 involving Andrew Speaker and drug-resistant tuberculosis joins other communicable disease crises that have forced contemplation or actual application of quarantine powers. Implementation of quarantine powers, which encompasses authority for both isolation and quarantine actions, is important not only for the handling of a specific event but also because the use of such authority provides a window on broader issues of public (...) health and the legal rules, ethical principles, and governance systems that support it. Debates about quarantine powers reflect political and social attitudes about public health that often tell us more about this policy endeavor than acts of isolation and quarantine themselves. What distinguishes actions of persons from other events? Too big a question; we make a customary substitution: what distinguishes a person's raising his arm from a person's arm rising? In each case, the arm rises. But in the former, we have something in addition. Let us say that in the former case, the person causes the arm's rising. Our problem then is to interpret this notion of causation by an agent.It can be done, I believe, in terms of the notion (...) of causation of events by other events-events which may not be “mental,” contrary to one common view. My account of agent causation is presented in the concluding section of this paper. I set the stage for this account by first examining rivals of three types: one asserting that agent causation is or involves a causal concept which cannot be interpreted further, but which we all understand well enough; one which invokes causation by mental events of certain kinds; and one which avoids all reference to causation. My examination of these claims includes description and analysis of imaginary cases, but-notably-not appeals to our "intuitions" concerning them. It turns out that Shoemaker's basic insight is correct: there is a connection between the two theories. Specifically, functionalism implies that "non-branching functional continuity" (...) is sufficient for personal identity. But there is no implication that it is necessary. And the "BST" procedure may not preserve functional continuity. I consider several possibilities. On what may be the most attractive, the survivor of this-or any similar-procedure is not identical with the original person, but related to him or her as are the survivors in a case of fission.
